Caption The Governor Sir Murray MacLehose was both jubilant and wary when he flew back from the United Nations Conference on Refugees in July 1979.  He stepped into a press conference at Kaitak airport with the news that at least 4,000 refugees a month would be flewn out of Hong Kong by October.
